DCSD is Building Excellence for Davenport Students

This fall, the District began planning for the second phase of the District’s long range facility plan. The Facilities Master Planning Committee was comprised of one parent and one teacher from each school and met over the fall semester to discuss the District’s future facility needs for preschool and continuum of care programming.

The FMPC provided their pathway recommendations to the school board for preschool and continuum of care programming at the November 24, 2025 meeting.

In addition, staff provided solution recommendations to begin implementing the pathways recommended by the FMPC. Below are the recommended solutions presented to the board on November 24, 2025.

Preschool

The pathway recommendation from the committee for preschool programming included a mixture of four regionalized preschool centers and school based preschool sites. This pathway will include three parts for implementation:

Step 1
- CV Hoover to be relocated to JB Young first floor.
- Madison classroom to be relocated to JB Young
- CV West, Buffalo, Jackson, Hayes and Truman to remain
Step 2.
- Provide addition at Harrison to create CV North
- Truman classroom to be relocated to Harrison
- Provide addition at Eisenhower to create CV East
Step 3.
- District leadership will continue to explore options to expand the centers or enhance school based options

Continuum of Care

The pathway recommendation for the committee for continuum of care programming included creating predictable regional pathways for students needing to access Special Education services. This includes regionalized programming for behavioral and intellectual disabilities as well as specialized programming space for the Thrive/Rise program and autism program. Specific buildings have not yet been identified for housing these regional programs.

What's Next?

The board will consider passage of this recommendation at their December 8th board meeting. Once approved, the District will begin planning for implementation of the proposed preschool and Continuum of Care pathways. During this time, more information will be determined, including the scope of construction and timeline for implementation.

This spring, the FMPC will continue phase two planning with a concentration on capstone programming as well as looking at the current pathway and organization of our buildings district wide.

Phase One Information

Background

In November 2021 Davenport Community Schools established a Facilities Master Planning Committee (FMPC) to discuss long-range facility planning. The FMPC consisted of one parent from each school, one staff member from year school and district administrative leadership.

The FMPC was charged with the goal of providing a recommendation to the DCSD school board regarding two questions:

What is the best grade configuration, number of school building transitions, and pathway/experience for our students?
What is our best path forward to right size the quantity of our school buildings to align with current and projected student enrollments?

Through collaborative efforts and data-driven analysis, the FMPC created actionable recommendations to the DCSD school board, ensuring the district's facilities are optimized to meet the evolving needs of its student population.

Studies and Recommendations

Enrollment Projection Study

The Enrollment Projection Study identified historical demographic and enrollment factors to project enrollment trends that will affect the District’s budget and general fund balance, allowing the District to strategically plan for future facility needs.

Enrollment is expected to decline by 749 students between 2021-2031 due to a combination of birth rates and open enrollment trends.

Enrollment projections suggested that the District should consider school reconfiguration and/or consolidation as part of its facility planning process.

Building Capacity Study

Existing Building Capacity assessed current capacity of existing buildings within the District.

These calculations can assist in determining the ideal number of buildings required to achieve efficiency within the development of an overall District-wide Master Plan.

Existing building capacity calculations showed an excess capacity across the District between 3,142 – 5,617 students when compared to 2021-2022 enrollment

Facility Study

Pathway Recommendations

Utilizing the information from the enrollment projection study, the building capacity study, and the facility study, the Master Facility Plan Committee considered several different pathway recommendations that included grade configuration and school boundary alignment.

Recommendations

Close three elementary schools to align building capacity to enrollment - Buchanan, Washington and Monroe

Align school boundaries to create clear feeder school pathways. View the current boundary maps here.

Move 6th grade to middle school. This will begin in fall of 2024.

Implementation

Phase one of the Master Facility Plan includes the construction of a new Sudlow Middle School and Smart Middle School, new athletic facilities at West High School, new turf fields for all high schools, enhancements to Brady Street Stadium, and new science classrooms at North High School. Below you will find photos and updates on each project.

West High School

Sudlow Middle School

The new Sudlow Middle School broke ground in December 2024. This new facility has been designed to implement a "house model" format, which includes a smaller, more personalized learning experience for students. Sudlow Middle School is also home to the Creative Arts Academy which will be receiving new additional space as well. Bray Architects held focus groups with both staff and students to ensure that everyone’s voices were heard in the design process. Our teachers shared their vision for what an ideal learning space would look like while our students provided valuable insights into what will help them feel engaged in their learning environment.

Brady Street Stadium and Turf Projects

Enhancements to the Brady Street Stadium complex are in construction phase. Projects include a new turf practice field, the relocation and expansion of Central's baseball field, and a new athletic buildings. This is anticipated to be completed by fall 2025.

North and West High School Turf Proejcts

Smart Middle School

North High School

The North High School renovation project began in spring 2025. The updates will enhance both the learning environment and overall student experience.

This project includes a new 450-seat cafeteria, updated science classrooms, and a reconfigured front entrance with expanded office and student services areas. Classrooms throughout the building will also be renovated to better support instruction.

Additional features include a storm shelter with backup power, a redesigned drop-off area, new outdoor dining space, and an improved front plaza. The project is expected to significantly modernize the school while prioritizing student safety and accessibility.

A new turf field was completed in spring 2025.
